34.1. The Commission may, within the scope of its rules of procedure and internal management, set down principles for the management of its affairs.

34.1. The Commission may, within the scope of its rules of procedure and internal management, set down principles for the management of its affairs.
It may, further, set down principles to determine the scope within which the powers under section 23 may be exercised and, subject to the regulations, to determine within which the powers under section 32 may be exercised.
