18. The administrative branches of the Commission are determined by the rules of practice and internal management.

18. The Commission shall comprise the four following administrative divisions:
(1)  PublicTransport:
Public transport comprises the transport of persons for remuneration by a motor vehicle within the meaning of the Highway Safety Code (chapter C-24.1), except school bussing.
(2)  GeneralTransport:
General transport comprises any transport by motor vehicles for remuneration, except transport contemplated in paragraphs 1, 3 and 4.
(3)  Transport of bulk materials:
Transport of bulk materials comprises:
(a)  transport by motor vehicles contemplated in the Highway Safety Code of things usually transported by dump trucks;
(b)  transport of unsawn timber.
(4)  SpecializedTransport:
Specialized transport comprises:
(a)  transport by ship or by any other vehicle that may travel on water;
(b)  transport of buildings whose dimensions exceed those prescribed in the Highway Safety Code;
(c)  transport of explosives and other dangerous substances;
(d)  transport of domestic and industrial waste.

General transport comprises any transport by motor vehicles for remuneration, except transport contemplated in paragraphs 1, 3 and 4.
