58. (Repealed).

58. The administrator shall present to the Government, without delay, a detailed report of his observations accompanied with his recommendations.
The administrator has the powers and the immunity of a commissioner appointed under the Act respecting public inquiry commissions (chapter C-37), except the power to impose imprisonment.
