22. Any decision of the Minister may be contested before the Administrative Tribunal of Québec within 30 days of notification, by any person whose permit application has been refused or any person whose permit has been suspended, cancelled or not renewed.
When assessing the facts or the law, the Tribunal may not substitute its assessment of the public interest for the assessment thereof made by the Minister before making his decision.

22. An appeal lies from the decision of the Minister to the Court of Québec, on any question of law or jurisdiction, by any person whose permit application has been refused or any person whose permit has been suspended, cancelled or not renewed.
