68. Every public institution is a legal person.

68. Every public institution shall be a corporation within the meaning of the Civil Code of Lower Canada and it may, within the scope of the regulations, exercise all the powers of such a corporation in addition to the special powers conferred upon it by this Act.
It may in particular borrow and hypothecate its immovables.
