15. The resolution by which a municipality alienates or stops operating an electricity system belonging to it must be submitted to the qualified voters for approval.

15. A municipality cannot sell, cede or otherwise alienate an electricity system belonging to it, or abandon operation of such system, save under a by-law submitted to the qualified voters for approval.
