69. Every person who contravenes any provision of the first paragraph of section 37 or section 43, 60, 61 or 62 or a decision of the Régie is guilty of an offence and is liable to a fine of $1 000 to $5 000 for the first offence and of $5 000 to $25 000 for every subsequent offence.
