10. The Minister of Natural Resources and Wildlife shall prepare a cadastral renewal plan for a territory when he is of opinion that the parcelling out of the territory or the changes made to that parcelling out require it.
The Minister may for that purpose consult any plan or book of reference where he considers it useful or necessary, even where it was prepared in an irregular manner or has not been put into force.
