19. The Commission may appoint a secretary and fix his salary or his additional salary in the case where the person appointed is a civil servant under the Public Service Act (chapter F-3.1.1). It may also retain the services of any person.

19. If the director general is temporarily unable to act, the Government may designate one of the two other members of the Commission to fulfil the function of director general for representation for a period not exceeding six months.
In the case of a vacancy, the Government may designate a substitute for a period not exceeding six months.
