242. The Régie shall dispose of the application for review without delay and after giving all interested persons an opportunity to present observations.
The decision of the Régie must state the grounds on which it is based and be notified in writing to the interested persons.

242. Every application for review shall be made in writing within 60 days after notification of the contested decision or order and shall contain a brief statement of the grounds on which it is based. The Régie may grant an extension or exempt a person from the consequences of a failure to act within the prescribed time if it is established that the application for review cannot or could not be filed within the prescribed time for a valid reason.
The application suspends the execution of the contested decision or order unless the Régie orders provisional execution thereof, where circumstances so justify.
