143. The secretary and the other employees of the Commission are appointed in accordance with the Public Service Act (chapter F-3.1.1).

143. If the employee or beneficiary is not satisfied with the re-examination he may, within 90 days of the date of the mailing of such decision, make a written application for review to the executive committee.
On an application for review, the executive committee shall entrust a committee of review with examining the record and making its recommendations to the Commission.
The committee of review shall, in writing, notify the applicant of its recommendation and the reasons therefor.
