64. When following the refusal of the Minister to renew a permit contemplated in section 55, a person sustains prejudice, he may claim compensation within 30 days of the notification of the decision by establishing that since the issue of the certificate contemplated in section 54 and the permit, he has complied with the law and regulations.
Failing an agreement, the amount of such compensation shall be determined by the Administrative Tribunal of Québec upon the application of the Minister or the person concerned, in accordance with sections 58 to 68 of the Expropriation Act (chapter E-24).
The Minister of Finance may pay, out of the consolidated revenue fund, the compensation provided for in this section.
