59. When he ascertains that a waste management system or part of it is not operated according to law and the standards determined by regulation of the Government, the Minister may order the operator to take the steps necessary to comply with the law and regulations.
If the operator does not comply with such order within the prescribed time, the Minister may cancel his certificate or suspend or cancel his permit in the case of a person. He may also in all cases have the works necessary to make the operation comply with the law or regulations carried out at the operator’s expense.
