31.20. If an authorization to operate an industrial establishment is being renewed for the first time, the Minister must, in the manner and form prescribed by government regulation, publish a notice announcing a public consultation on the renewal application and make the application record available for a period of at least 30 days.
The notice must state that any group or person may, within the time and in the manner and form prescribed by government regulation, submit comments to the Minister.
The Minister shall send a copy of the notice to the clerk-treasurer or clerk of the local municipality in whose territory the industrial establishment is located.
The application record must include the authorization proposed by the Minister and any other documents prescribed by government regulation.

31.20. The Minister shall publish a notice of his intention to issue or to refuse to issue a depollution attestation in a daily or weekly newspaper having general circulation in the region in which the industrial establishment is located.
The Minister shall also transmit a copy of such notice to the secretary-treasurer or the clerk of the municipality in whose territory the industrial establishment is located.
The notice shall indicate the locations where, and the period during which the application record may be consulted and the days and times set aside for consultation thereof.

31.20. The Minister shall, for every application for a depollution attestation, publish, on two separate occasions and within the time prescribed by regulation, a notice of his intention to issue or to refuse to issue the application in a Montréal daily newspaper and a Québec daily newspaper, as well as, for industrial establishments located outside the Montréal and Québec regions, in a daily or weekly newspaper published in the region in which the establishment is located.
The Minister shall also transmit a copy of such notice to the secretary-treasurer or the clerk of the municipality in whose territory the industrial establishment is located.
The notice shall indicate the locations where, and the period during which the application record may be consulted and the days and times set aside for consultation thereof.
