74. As soon as he receives a copy of the motion, the Minister shall transmit a copy to every person who has presented to him observations in writing concerning the contested decision.
Where more than one municipality, including a metropolitan community, or more than 25 persons have presented observations in writing to him, the Minister, instead of transmitting a copy of the motion to them, may cause a notice to be published in a daily newspaper distributed in the region concerned by the contested decision. The notice shall briefly state the grounds invoked by the applicant.

Where more than one municipality, including an urban community, or more than 25 persons have made written representations to him, the Minister, instead of transmitting a copy of the motion for appeal to them, may cause a notice of the motion for appeal to be published in a daily newspaper distributed in the territory of the judicial district of the court to which the appeal is submitted. The notice shall briefly state the grounds invoked by the appellant.
