23.1. The initial declaration must
(1)  be completed by the registrant or an authorized person;
(2)  be in conformity with section 57.1; and
(3)  be filed with the enterprise registrar within 60 days after the registration date.
If the declaration is filed after the time prescribed in subparagraph 3 of the first paragraph, it must also be presented with the corresponding fee set out in Schedule IV to the Act respecting the legal publicity of enterprises (chapter P-44.1) that is applicable to its juridical form on the day following the expiry of that time.
