12. No owner or possessor of a stallion may offer it for use or use it in serving mares belonging the other persons, unless he is the holder of a service permit issued by the Minister for that stallion.
Service means natural service or artificial insemination.

12. The Minister of Agriculture, Fisheries and Food may appoint a special committee of not less than three nor more than five persons, called the “Comité de surveillance des étalons”. He may also appoint a secretary of such committee.
