51. The Minister may directly or through a person designated by him for such purpose, inquire into any matter contemplated in this Act and the regulations.

The Minister or the director may directly or through a person designated by him for such purpose, inquire into any matter contemplated in this act and in the regulations; furthermore, the director is bound to inquire into such matters at the request of the Minister and to the extent indicated by the latter.
