106. Despite section 103, the Government may set the minimum and maximum fines to which a person who contravenes a regulatory provision whose violation constitutes an offence is liable.
The maximum penalties under the first paragraph may not exceed those prescribed in section 103.

106. Every person who contravenes a regulatory provision the violation of which constitutes an offence and for which no penalty is otherwise provided, is liable to a fine in one of the following ranges, as specified in the regulation:
(1)  $500 to $5,000;
(2)  $1,000 to $10,000;
(3)  $2,000 to $20,000.

74. The notice of offence shall describe the offence, specify the minimum fine and indicate to the offender that payment of the required amount may be made within thirty days at the place indicated therein.
