35. When an inquiry has been made in accordance with the preceding sections, the Commission shall make a written report of its findings to the Minister of Public Security; when the inquiry has been made at the request of a municipality, notice of its conclusions must also be given to the municipality; if the inquiry has been made at the request of a citizen, the Commission may also inform him of its conclusions and notify the interested municipality if expedient.
