70.1. The clerk or clerk-treasurer shall fix the date and time of the first sitting of the council.
Not later than the third day preceding the date fixed for the sitting, the clerk or clerk-treasurer shall give public notice, in the territory of the municipality and in accordance with the law governing the municipality, of the date, place and time of the sitting. The notice must also contain a mention of any matter which a member of the council has requested be included for discussion.
If the clerk or clerk-treasurer refuses or is unable to act or if the office of clerk or clerk-treasurer is vacant, the Minister shall, as needed, fix the date and time of the first sitting of the council and appoint a person charged with carrying out the obligations set out in the second paragraph. If the sitting cannot be held in the place determined by the constituting order, the Minister shall fix another place; for the purposes of section 318 of the Cities and Towns Act (chapter C-19), the charter of the municipality is, in such a case, deemed not to designate the place of the first sitting.

70.1. The Minister shall appoint a person to act as the clerk or secretary-treasurer of the municipality until the council composed of persons elected at the first general election appoints a person to hold that office.
He shall also fix the date, time and place of the first sitting of the council.
