210.31. Before recommending to the Government the constitution of a regional county municipality, the Minister of Municipal Affairs, Regions and Land Occupancy shall transmit to each local municipality whose territory is comprised in that of the proposed regional county municipality a document setting out the elements which he proposes to include in the order and indicating the right provided for in the second paragraph.
Not later than 45 days after receiving the document, any local municipality may submit its opinion on the proposal to the Minister in writing.
