10. (Repealed).

10. Every person is entitled to obtain a permit who applies therefor and who:
(a)  is the holder of a diploma recognized as valid for that purpose by the Government or considered equivalent by the Bureau;
(b)  has passed the examination for admission to the practice of the profession.
