12.3. The Minister may cause any object left on property in contravention of the regulations under section 12.1 to be removed and stored at its owner’s expense.
The Minister may also dispose of the property in accordance with the rules of the Civil Code governing abandoned, lost or forgotten movable property.

12.30. In addition, a fund to be known as the “road network preservation and improvement fund” is established for the purpose of financing the work necessary for the preservation of roadways and road structures and for the improvement and development of the road network.

12.3. The Minister may cause any object left on a property in contravention of the regulations under section 12.1 to be removed and stored, except an abandoned vehicle.
The Minister may dispose of the object as he sees fit 30 days after the date of its storage if its owner has not claimed it or refuses to pay the cost of removal and storage.
Where the Minister disposes of an object, he is not responsible for it to the owner unless it has been sold, in which case he is responsible only for the proceeds of the sale, less the cost of removal and storage.
