31. (Repealed).

31. The Minister shall assign outside Québec persons to represent a department other than his own only with the consent of the minister concerned.
Such persons shall perform their duties under the authority of the delegate-general, the delegate or the head of post in keeping with the guidelines that the minister responsible for them determines in cooperation with the Minister.
