18. The Office du film du Québec shall have charge of:
(a)  the co-ordination, management and control of the cinematographic work done for purposes other than educational purposes by the Government departments and services and by any body responsible thereto and to which the Government extends the application of this division;
(b)  producing, purchasing, leasing, lending, exhibiting, causing to be exhibited, selling and distributing films and photographs for the same purposes;
(c)  establishing and maintaining film libraries.
