197. A holder of an exploration licence for underground reservoirs who has complied with the conditions of his licence to the satisfaction of the Minister, but has not discovered or has not been able to develop an underground reservoir, shall be entitled to obtain five consecutive annual renewals for the whole or part of the territory under licence, if he applies therefor in writing before expiration, and complies with the conditions prescribed by regulation.
