4. The board is composed of five members, including a president and a vice-president, appointed by the Government.
The president is appointed for a term of not over five years and the other members for a term of not over three years.
The Government shall fix the salary and, where that is the case, the additional salary, fees and allowances of each of the members and the indemnities to which they are entitled.
