29. Any interested person may appeal to the board regarding a decision rendered by a racing judge
(a)  if a penalty was imposed on him, but only where the penalty is greater than the minimum fixed by the rules for purposes of appeal;
(b)  in the case of a decision for which the rules provide a right of appeal.

(b)  in the case of a decision for which the rules provide a right of appeal.

29. Any interested person may appeal to the board regarding a decision rendered by a racing judge or starting judge. However, no appeal lies from such a decision in cases where the penalty, fine or costs adjudged are less than the minimum fixed by the rules for appeal purposes.
