14. The minutes of the sittings of the board, approved by it and certified true by the president or the secretary, are authentic. The same rule applies to documents or copies emanating from the board or forming part of its records, when they are signed by the president or the secretary.
No deed, document or writing binds the board or may be attributed to the board unless it is signed by the president, another member or a member of the staff of the board and only, in the two latter cases, to the extent determined by regulation.
Such a regulation may also, on the conditions fixed therein, allow the signature of the president, that other member or that member of the staff to be affixed by means of an automatic device to such documents as may be determined in the regulation.
Such a regulation may also allow a facsimile of the signature of the president, that other member or that member of the staff to be engraved, lithographed or printed on such documents as may be determined in the regulation; in that case, the facsimile has the same value as the signature itself if the document is countersigned by a person authorized by the president.
