36. The Gouvernement, in accordance with the Civil Service Act (chapter F-3.1) shall appoint a secretary-general of the Commission whose duties shall be to receive applications for the issue of permits, make records for such purpose, have inquiries made, if need be, respecting the applicants or holders of permits and make recommendations to the Commission respecting the issue, renewal, transfer, suspension or cancellation of permits. The Gouvernement shall also appoint all the inspectors, investigators and other officers and employees necessary for the Commission.
The secretary-general shall keep a special roll on which shall be entered the applications for permits which must be decided by priority, namely applications made in the case of transfer of an undertaking forming the object of a permit, or any other class of applications for permits which must be decided immediately in virtue of a decision of the Commission.
The secretary-general shall exercise his quasi-judicial functions under the authority of the chairman.
The powers of chief executive officer of an agency under the Civil Service Act (chapter F-3.1) shall be exercised as regards such persons by the Deputy Attorney-General.
The inspectors, investigators and other functionaries and employees contemplated in the first paragraph shall exercise their functions under the direction of the secretary-general within the scope of the regulations made for such purposes by the Gouvernement. Such regulations shall come into force on the date of their publication in the Gazette officielle du Québec or on any later date fixed therein.
