I-8.1 - Act respecting offences relating to alcoholic beverages

105. Subject to the provisions of section 104, the Gouvernement may make regulations or the Commission may adopt regulations which must be submitted to the approval of the Gouvernement to:
(a)  prohibit or regulate any publicity or advertising, by any means whatsoever, respecting alcoholic beverages;
(b)  prohibit or regulate any manoeuvre calculated to encourage the sale of any alcoholic beverage: discount, rebate, commission, gratuity, supplying of equipment, financing or any other advantage;
(c)  prohibit or regulate advertising outside an establishment, indicating that it is a place where the sale of alcoholic beverages is permitted or specifying the kinds of alcoholic beverages authorized to be sold under the permit;
(d)  determine the provisions of the regulations made under this section the contravention of which constitutes an offence against this act.
Such regulations and their amendments shall come into force on the date of their publication in the Gazette officielle du Québec, unless the Gouvernement fixes a later date for such purpose.
