75. No school board shall be extinguished for want of commissioners but, if there are no longer any commissioners or if there is no longer a sufficient number of them to constitute a quorum, the powers of the school board shall be exercised by the Minister who may delegate them to an administrator appointed by him, until the school board is reorganized.
