539. The nomination paper of a candidate for the position of commissioner may, in addition to the time prescribed in section 110, be filed with the returning-officer at his office at any time between the date of publication of the notice contemplated in the second paragraph of the said section and nomination day. It has the same effect as if it had been filed at the time and place fixed for nomination.

539. Twenty persons entered on the electoral list may nominate any person qualified for the office of school commissioner by a writing delivered to the returning officer on the day and at the time and place fixed.
Such a writing may also be delivered to the returning officer at his office at any time between the date of the notice published in accordance with the second paragraph of section 110 and nomination day, with the same effect as if delivered at the time and place fixed for nomination.
The writing must state the name in full and occupation of the candidate and the number or name of the ward and be signed by the nominators; it must also include or be accompanied by the written consent of the candidate nominated and be delivered by hand to the returning officer by one of the nominators or by the candidate.
