339. Every school board shall prepare and submit to the Minister, not later than the date determined by him, its operating, investment and debt service budget for the following school year.

339. Every school board shall prepare and submit to the Minister, not later than the date prescribed by him, its operating, investment and debt service budget for each school year. Such budget shall balance revenue and expenditures and shall be of no effect until approved by the Minister.
In case of urgency or necessity, the Minister may specially authorize a school board to incur expenditures not approved under this section.
In the case of confessional school boards and corporations of school trustees, approval of the budget by the Minister is not required.
