33. The Minister may establish a provincial advisory committee to advise him on all matters relating to the vocational training and qualification of manpower and in particular on those matters dealing with outlines of duties, qualitative and quantitative requirements, preparation and co-ordination of programs, and conditions for admission to the carrying on of the trades or vocations.
