11. (Repealed).

11. The rights and powers of a commission shall be exercised by a board of directors consisting of twelve members elected by the general meeting from among its members in the proportion of six for each aforementioned sector, three of whom shall be elected by the employers’ group and three by the employees’ group to represent each respective group.
