86. The deputy minister or the chief executive officer of an agency may, in writing, demote to a class with a lower maximum remuneration, or remove any civil servant who is incompetent in performing his duties or incapable of performing them.
He shall immediately communicate that writing to the Minister of Civil Service and the comptroller of finance.
