(a) make inquiries into the operation of and compliance with this act and the regulations hereunder, in particular, adherence to the rule of selection according to merit, and formulate recommendations to the competent authorities;(b) give its opinion to the Conseil du trésor on the regulations submitted to it by the Minister of Civil Service or by the Office as to their conformity to the rule on selection according to merit.
The Commission shall address a copy, to the National Assembly, of every opinion given to the Conseil du trésor.
