283. An elector who wishes to vote outside Québec must file a signed request stating his or her
(1)  name, sex and date of birth;
(2)  domiciliary address in Québec or last domiciliary address in Québec;
(3)  date of departure from Québec;
(4)  projected date of return to Québec; and
(5)  postal address outside Québec.
A declaration that the elector intends to return to Québec and a photocopy of the document or documents determined by regulation of the Chief Electoral Officer must be filed with the request in support of the information it contains.
In the case of an elector described in the second paragraph of section 282, proof of the posting outside Québec must also be filed with the request.
The request referred to in this section may be filed using a means of transmission determined by the Chief Electoral Officer and adapted to the latter’s technological environment. That request must contain a declaration by the elector attesting that the elector is the elector identified in the request for registration to vote outside Québec. The declaration replaces the signature required under the first paragraph. Moreover, one of the documents required under the second paragraph must bear the elector’s signature.
