156. The holding of an election is instituted by an order addressed to the chief electoral officer. This order enjoins him to hold an election on the date fixed therein and indicates each division in which an election must be held.
The chief electoral officer shall send a copy of the order to the returning officer of each division contemplated, and the returning officer shall comply with it.
