3. A member of the division shall hear and decide alone any case brought before the division.

3. The tribunal shall consist of ten members appointed for not more than ten years by the Governmemt, including four for the Québec section and six for the Montréal section.
Two members for the Québec section and three for the Montréal section shall be appointed from among the judges of the Provincial Court or of the Court of the Sessions of the Peace. A judge of one section shall be appointed chairman of the tribunal and another, assistant chairman for that section; a judge of the other section shall be appointed vice-chairman of the tribunal and another, assistant vice-chairman for that section.
A member of the tribunal may sit at either section of the tribunal.
