118.75. The urban agglomeration council may, by by-law and with the prior consent of any reconstituted municipalities, establish rules that differ from those set out in the order made under section 135 with respect to the financing of debts that must be assumed by the central municipality.
The by-law referred to in the first paragraph must be submitted to the Minister of Municipal Affairs, Regions and Land Occupancy for approval. At least 30 days before it is submitted to the Minister, the by-law must be published in accordance with the procedure prescribed for the publication of public notices, with a notice stating that any person wishing to object to the approval of the by-law must so inform the Minister in writing within the 30 days.
The by-law referred to in the first paragraph must specify from which fiscal year it applies. It may provide that it applies from the fiscal year during which it is adopted.
