7. The moneys deposited under this Act are under the management of the Minister of Finance. They shall be advanced by him to the Government, shall be repayable on request and shall be a charge on the Consolidated Revenue Fund.
The Minister of Finance shall repay on demand any part of the deposited moneys to the persons entitled to them unless he is prevented from so doing by a seizure in the hands of a third person, an opposition or any other legal impediment or is entitled to withhold them.

7. The Minister of Finance shall see that the expenses of the general deposit office do not exceed the interest or profit accruing to the Department from the moneys deposited; and such expenses shall be deducted by the Minister of Finance from such interest or profit, and the balance, if any, shall be transferred to the consolidated revenue fund and form part thereof.
