35. The person in charge of the premises being inspected, and any person who works there, is required to assist an inspector in the performance of his duties. In addition, the person having custody, possession or control of the documents referred to in subparagraph 3 of the first paragraph of section 34.1 must communicate them to the inspector and facilitate his examination thereof.
No person may, in any manner whatsoever, hinder an inspector in the performance of his duties, deceive him by misleading statements or refuse to provide him with any information he is entitled to obtain under this Act or the regulations.

35. An inspector has, in the exercise of his powers, access to all the books and accounts that must be kept by a person carrying on an activity for which a permit is required under this Act. However, in the case of a municipality or a school board, access is limited to registrations respecting day care provided in accordance with this Act or the regulations.
The person having custody, possession or control of the books and accounts, or registrations, must communicate them to the inspector and facilitate his examination.
Any information obtained by an inspector in the performance of his duties is confidential; it shall not be communicated or made available to a person not lawfully entitled to it, except with the written authorization of the person concerned.
