442. The Authority may, where the Authority considers it advisable, give written instructions to a federation concerning the adequacy of the capital base of its network, the elements which compose that capital base and the proportion represented by each element.
Before exercising the power set out in the first paragraph, the Authority shall notify the federation and give it an opportunity to present observations.
