17. Any telegraph operator, or any person employed by a telegraph company, divulging the contents of a private despatch, shall be liable to a fine of not more than $100.

17. Any telegraph operator, or any person employed by a telegraph company, divulging the contents of a private despatch, shall be liable to a fine of not more than $100, or to imprisonment for a term of not more than three months, or both, in the discretion of the court before which the conviction is had.
