98. From the appointment of the valuation commissioner, the assessors entrusted with the making and annual revision of the valuation rolls of the municipalities, whether or not they are permanent assessors, shall be under the jurisdiction of the valuation commissioner and must, in the performance of their duties, comply with all his directives relating to the methods and conditions to be followed in the performance of their duties.
