94. (Repealed).

94. Subject to the provisions of this act, the municipalities in the territory of the Community shall retain their competence in the matters enumerated in section 93, until the Community exercises its competence respecting such matters and to the extent that the Community has refrained from doing so.
Every provision of a by-law of any municipality in the territory contrary to or inconsistent with any provision of a by-law of the Community respecting any matter contemplated in section 93 shall cease forthwith to have effect.
