81. The secretary of the Community shall be the custodian of the seal and records of the Community.
He shall attend all the meetings of the executive committee and of the Council.
The minutes signed and approved in accordance with section 43 or 68.12, as the case may be, shall be evidence of their contents; the same shall apply to documents or copies emanating from the Community and forming part of its records, when certified by the secretary or the person in charge of access to documents of the Community. Unless the Council decides to the contrary, the secretary, with the chairman, shall sign all the Community’s contracts.

The minutes of the sittings of the executive committee, approved and signed by the chairman of such committee and by the secretary, and the minutes of the sittings of the Council, approved and signed by the chairman of the Council and by the secretary, shall be evidence of their contents; the same shall apply to documents or copies emanating from the Community and forming part of its records, when certified by the secretary or the person in charge of access to documents of the Community. The executive committee may at any time dispense the secretary from reading the minutes provided each member has received a copy of them before the meeting at which they are to be approved.
